Could have been at the advice of industry groups, could be influenced by revenue constraints and revenue raising as required by congressional bills, etc.

Tips on a book or personal testimony are greatly appreciated.. 

-New Congressional bill reintroduced to reinstate eviction moratorium.

Trying to raise that issue 2 months later and only after T moved out early raises credibility issues for any testimony. 

I also welcome even more response/ testimonies.

I've seen testimonials in the forums on how well they work.
