@Ned Carey  thanks for the replyThe way the recorded lien reads is as follows: " the commonwealth of massachusetts, pursuant to MGL C 118E S 34 and MassHealth regulations at 130 CMR 515.012(A), hereby asserts a lien for the cost of medical assistance paid or to be paid against all property and rights to all property in Middlesex county, including the property more fully described......"

@Matthew Paul - I don't know how title records are indexed in Maryland, however, local government has been keeping records (and taxing owners) for an awfully long time.So, I'd use this as an opportunity to learn something, and perhaps profit at some point of time later, too.Begin by sketching the proximity of the parcel (sometimes called 'locus' in original colony States and Commonwealths) as it relates to other adjacent land parcels.

There are good areas around Lowell near UMass that are solid but for the most part the clientele and neighborhoods can be rough.You could try to bank on a place like Methuen, which had the highest job growth of any town in the Commonwealth in 2014, but it's risky from an appreciation standpoint.As many have said, in markets like these, buy based on cashflow.
