There are lenders out there spending a ton on advertising with an army of correspondent's funneling them loans and many can very well be one and done borrowers because the loan servicing/construction admin is lousy. 

There is a lot of information on BP regarding being a private lender and outside groups taht have a lot of support in this space.

Private investors want to invest in deals they believe will be profitable.

I know when I was an active Broker my SOP  was get listing open escrow with buyer to be determined and order the preliminary title report prior to spending money on marketing someones property..

If it's private property, then you can't justify spending public money on it according to your bromides.Also, your silence is deafening about the private land owners who don't pay to clean up their properties.
