I like your idea of breaking those individual task to a daily assignment to keep me pre-occupied until the next property and will definitely incorporate a similar system.

Criminals are looking at targets to see if they are pre-occupied and how they carry their body language. 

Sometimes, they are just hard to reach... phone battery died, out-of-town, preoccupied with their own life situations, etc.
