Say something like: "while I am a licensed Agent, I am as interested in buying your house as I am in listing it" (if that's true)...and end it with something like "if your home is currently listed, please have your Agent call me".Not only does that allow you to head off claims of poaching, but who knows?

Oh, and the fines --  not good.Sounds like you are mixing with too many competitors.Go underground, deal with only sellers who need to sell.Increase your margins of profits.Tax sale poaching...... a method to find the equities.

Part of it, I believe, is to ensure that they know who they are working with and that they are meeting their ethical, regulatory and legal obligations (e.g. not poaching on an established relationship).
