I am already seeing positive signs including far better dialogue between the building trades and local government.

Truthfully unless you can be here yourself you need to connect with a few property managers and have something of a dialogue with them. 

While I might not be the first person you'd think of reaching out to, I'm here to lend an ear, to engage in a dialogue, I've seen operators commit suicide over this and some flee the country check I don't think either are viable actions.

I just don't know how much.genuinely open to your perspective and hoping to start a potentially fruitful dialogue. 

We all do it, but get out of your internal dialogue and talk with a lender or three to see what they have to say about your options.

There’s a constant dialogue about 2 tenants either not paying rent on time, fighting, or overall disgusting living conditions.

This way, you’ll have laid the groundwork for a more meaningful dialogue later on.
