But as far as becoming a rental it seems a bit far fetched with such a low populations.Here in a suburb of Melbourne, possibly 30/40mins from the CBD by car I might be able to get a townhouse for 500K possible a multi family home for maybe 1mill if lucky.

Look at university districts and/or good school districts, one-bedrooms and studios are also good if they are in CBD.

If it's in the CBD it likely is allowed, but otherwise it probably isn't unless it has a commercial designation.

If I may add, where the Sheraton is on Canal is actually a great lift off point to anywhere in the Quarter or CBD.
