Ideally, the best option from a financial point of view would be to go through a local community bank.

Sea and mountain views, nearby public transport, the hospital, restaurants, cafes, grocery stores, 5 min walk to the beach and 20 min walk to old town.

If someone says something off or incorrect, someone else with either more experience or different views can respond. 

While the $400k isn't nothing, I view the roughly $3k per month in cash flow as stronger ($4k - $1k expenses).

The property, though is not beach front, nor does it has ocean view, is just a short drive from some of the best beaches in the west, which are great for surfing, snorkeling, SCUBA diving.
