Many properties also have restrictions because they contain wetlands or environmentally vulnerable habitat, which is a particular problem in Florida.

Obviously those who are "eco conscious" are more likely,   but probably an urban or suburban 2 car household with access to dedicated parking.

No engineering, surveys or environmental studies have been done.

As for intentional flooding, not sure that is the correct phrase but it was a conscious decision that was made by officials to release water from dams and levy's.
