I'm not saying the inspector will do a bad job, but in my experience you sure can bend an inspectors ear far too easily to get your desired results.

More likely is that over tightening just bends the flange slot, and I've seen bolts pop out of flange because of this.

-The property line appears to line up with the driveway from the road to the backyard (actually, it is paved and used as parking area) and then bends outwards (~15 deg) toward the neighbor.
