That's a hard gray area.I self manage so I always tell my tenants to get some raid.

@Jay Gray I would say "complaints" as much as a fact of life. 

If it's a gray area, higher a pro. 

Beige or light gray walls with white trim works ok with covering the wood color of the paneling.In the area I invest in, often there is nothing but cardboard under the paneling, then studs, that may or may not be aligned to put drywall over.

This I also heard is a gray space in my county.

In terms of particular towns and neighborhoods, I'd take a look at Port Richmond, Point Breeze, Gray's Ferry, Cobb's Creek, Upper Darby, Collingdale, Aldan and Glenolden.
