If it is capped then yeah you should have just considered it a $160K bid and could have been dumbfounded if the actual charge was between $150K and $160K.I work more like What J was saying of try to get them a little under to start and then if a few things come up you authorize the changes and pay them for legit stuff.

Or is it possible to more or less see the equity gains of 4-6% annually that real estate authors talk about in a historical context buy decent houses, if I hold long-term, and rent them for a net gain almost every year - even if bought for market value and in today's market?

They could have gotten married during his current tour (during which he would not have been authorized to move her to his location until his first move--then he would be entitled to his move plus her move...perhaps she needed a lease to cover her until she knew more about his orders).Also, due to funding, I wouldn't be surprised to hear that her husband's orders are being issued with very little notice (in the Navy, they're usually issued 6-9 months in advance, but I'm facing orders myself, and will probably get mine about 2 months out)...expect that to cause additional uncertainty.

Hopefully such regulation would wipe out 80/90% of the "program gurus" and would put authors of "information" under a microscope as to the quality of information, experience and expertise of qualified counselors.
