If a kid trips and breaks his or her arm, am I going to be blamed for a half inch raised lip in the cement?

Following every inch of an ordinance is a challenge unless you've done this before and know the area well.         

The basement had four inches of water however that drained out once the city turned off the water at the street.  

They said you had 30 inches of rain in Pensacola in like 24 hours.

We thought about doing what @Corpos Christy did and putting 1/4 inch drywall over all the walls.

Curious about what the laws are about inches...I mean can she even claim my fence is 1 inch in her property? 

Hot water heater needs a TPRV discharge tube terminating less than 6 inches from the ground.

It has a small pond (more like a pond+fountain) about 4'x6' or so; about 6 inches in depth.

Later we discovered upon further research that the building construction was very poor ( 2-3 inch wide cracks in the foundation that went that length of the building after only 5 years of being built) and that there was 100k square feet of climate controlled self storage being built at the mall right across the street!

Is it a few inches on wall and ceiling in the corner?
