In Ohio, legislators passed a law a few years back that said you can't hold a deposit of more than one month's rent for more than 6 months without paying interest so we switched from pet deposits and monthly rent to non-refundable pet fees and monthly rent.

It's not necessarily because they are unknowledgeable about market prices (although they are at times), legislation was passed to make banks market properties in a way to protect the foreclosed consumer against a huge unnecessary deficiency judgement.

That, of course, is only true if the mugger's potential victims are mostly disarmed either by choice or by legislative fiat - it has no validity when most of a mugger's potential marks are armed.  

It seems that no legislation is needed to implement this?
