You said the condo is near a university and was used as a winter home which means it's either next to ASU (Tempe) or UofA (Tucson). 

I used to have the 18V, but NiCad is affected a lot by outside temps, and the Li-Ion tools have been great.

Hey Sam-I had the guys below (Dan in particular) do the block wall at my house in Tempe. 

The low-temperature models are more expensive to install, but can heat when the outside temp is 0F or below.

The rest may ban them, or could ban them in the future.I don't know where Tempe or the other east side cities stand, but it would be a good idea to investigate the municipality's actions of the subject.There is a AZ forum here, and the people who have STRs usually rent in the summer to longer term renters by the month, maybe someone in town on business. 

Tenants are not shy about temp set points in the 60's.

Maybe a little longer if the temps are under 50º.Have you given any thought to leaving the tops of the bushes and trimming away all the lower portions?  

It takes less than 5 minutes to warm or cool the car to whatever temp you want.
