If you have the time to DIY it, it's pretty cheap to get new cabinets from Ikea (A quick guestimate puts it at ~$1100 based on two 15" base cabs, one 30" base, and 4 30" wall cabs), and their butcher block countertop is dirt cheap(~$200for 74" sheet of solid oak)You can also just replace all the doors; there are companies that will do that for you; If it's a standard size (and I imagine those are), you should be able to get replacement doors from home depot / lowes.Unfortunately, because of the style of those doors you can't just put new pulls on them or repaint them.

They are not accepting conventional financing yet the repairs needed to the home will not total 5k$, the min repairs needed to qualify for a 203k loan (unless the appraiser makes us fix stupid stuff like repaint, recarpet, etc then the 5k could be possible somehow) To top it all off, I am a licensed, insured, and bonded contractor. 

I also don't mind rolling up my sleeves to do basic repairs, repaint units between tenants, etc.  

I have had rehabs where I had blown my budget so I repainted the range hood and it looked great.

can of high gloss, black oil paint from Ace Hardware and repainted the iron rains on the front porch (porch plus 2 steps) of my rehab and it looks 100x better.  

I am updating the counter tops and repainting all the cabinets.  

I could get most entire interiors needing "touch up" totally repainted for that.  

She is asking to repaint the walls in the living area and bedrooms.

Well, that compared to a client who owns one single 30 unit building, I'd think your costs would be lower for sure managing the one 30 unit building.As far as the other costs involved, such as for repainting a unit or more minor repairs like installing a new toilet or a new faucet or whatever, my current thought would be to hire on some of the good or great painters and handymen I've met over the years with my rehabs, I do have a few of them.

Its not just a matter of scraping and repainting.
