Do you subscribe to the thought process of cashflow is king, or do you bet on calculated long term market appreciation? 

Before you make an offer, you know the ARV, you know the COR, you know the Profit margin of your buyers and how much profits they are looking for.

Couple of suggestions:1) Use Google Streetview to virtually drive around the area, so you know if it's Class A, B, C or D.2) Use your own inspector to find out the condition of the property and if it's Class A, B, C or D.3) Once you know Class of area and property, fInd out from the agent what challenges you'll have from the corresponding Class of tenant.4) Try to find out the average Days On Market for similar rentals in the area.

The appreciation from the last three years is not normal and shouldn't be bet on.

Somebody once told me to bet on the jockey over the horse.  

I think I'll bet on the "mailing address" as being the correct point of contact and mail it there. 

How would you grade Riverdale, GA  right there where Roundtree Rd and Pine RD intersect? A,B, C,D?

I'd focus on steady Markets in cities with GROWTH and bet on the long term appreciation.
