Or, negotiate a new arrangement with you (i.e. amend the lease contract). 

Cash in on it, have the tenant write to you the details, and an amendment to the lease, for rent escalation!?

If you look at the CCC agendas right now you will see 3-5 LCP certifications each month because as you can imagine every entity is working to get their LCP amended simultaneously.

Then the contract never needs to be amended, as dates always stand. 

Be prepared to follow up with them several times over the years because it usually doesn't take.4: You will have to amend all your personal and business tax filings going back 10 years or to the beginning of your business.

Later amendment was signed with remarks as: 'A new survey will be ordered for which seller will be responsible to pay up to $2000.'

The other thing to consider is if it would be easy for the HOA to change the governing documents so that even if you can STR it now, can they ban them with a CC&R amendment?

The guy will not sign a lease amendment stating he is just the tenant.

I do first year as a 1 year lease to help cover a possible short term turn then go month by month, with normally once yearly  lease amendments for fee and rate increases.personally I have moved out of places earlier than planned at end of initial lease period due to landlord planning to charge a much higher rate to go monthly.
