This saved us time coordinating movers, deliveries, etc and focus on the design and operations after everything is set up. 

High end renovations are not going to be a needle mover in this area - rental price is.

In Tacoma, there were certain apartment complexes that met the criteria, that were renown for taking RSOs and ex-cons.  

If it is truly only cosmetic work I may not but anything electrical, plumbing, HVAC, structural, is getting permitted.From that picture looks like you got caught out by Tacoma Power for no permit electrical work.

If you have to use movers, please get more than one estimate to do the move out ( several companies will try to screw you for four hours of human labor).

I’ve lived in Tacoma and I know how expensive Seattle can be.
