It is more likely you found an Agent that was just greedy and assumed "anyone" can be a PM; used some largely worthless "contract" and either left the company or passed this headache onto someone else that is also inexperienced with actual PM, and/or without the PB's knowledge.

Don't get greedy, cash some out/set some aside to be able to start over with if you had to.
