Check your local laws to find out what constitutes "delivery".

Delivery is Regular/Certified Mail or In Person to an adult or Inside of the door or now if you feel threatened taped to the outside of the door

On top of that, all those huge forest fires in Canada last year created a shortage of wood\delay in delivery also. 

., and we FedEx-ed our documents for 8AM delivery this morning.  

Who greets the contractors when they arrive to paint the walls, or lets the delivery man into the home when the new appliances arrives?

I feel your frustration, I recently had payment delayed because the post office screwed up delivery of the letter, they wouldn't accept an electronic copy of the signed contract, and the caseworker refused to communicate as to whether they needed additional paperwork.
