Serving a 5 day notice

Is it a problem for me to hand deliver a 5 day notice myself to the tenant for lack of payment? The housing authority told me to serve them a 5 day notice and provide them with a copy to start the eviction process. Should I mail a copy as well in case he doesn't answer the door if I hand deliver? His phone is disconnected due to lack of payment. He has been a pain to deal with lately and I want this guy out.
