Doesn't really matter what the industry is, doctors, lawyers, engineers, accountants, police officers, firemen, teachers, they all receive formal training and are mentored by peers, well, more like superiors.

I think you could simply write a clause about no chemical fertilizers, pesticides, herbicides, etc. and hope for the best (harder to police someone fertilizing for example).

The reason is the city and county need those payments to survive and pay for the operations of day to day governmental services (police, fire, water, courts, etc.)So when people do not pay the taxes the governments sell off the liens as certificates to get paid right away.
