TBD, based on the giant economic experiment we are in to know for sure if a pullback in the market would be big enough/long enough for investors to be better off sitting on the sidelines rather than purchasing now and riding the coat tails of institutions that are still gobbling up properties. 

In lower end rentals I suppose you could use 1 top coat of Sherwin Williams 200 and it would look good enough. 2 coats of cheap would still cover better.

@Russell Brazil So the current owner inherited it and repainted the inside with a fresh coat of paint.

We put one coat of tape while I'm at Ikea, it take about 3-6 hours to drive there pick up the boxes and get back.

We made coat racks and towel hooks and shelves to add some convenient storage.

I spent a year trying to manage a three unit remotely(from NYC,) got taken advantage of pretty badly, and at one point when I was up there checking out how an apartment rehab was going, I got cornered by two guys wearing winter coats in the summer- the former occupants of said apartment.

High end custom cabinets, real marble counter tops, extensive woodwork, staining, painting and skim coating, built ins, quarter sawn white oak flooring.

You can pour a second coat right over the first one.  

When they move out, have some money saved up to rip out the carpet and put tile with 4 coats of high gloss sealer 

You can easily add a coat of paint yourself, change hardware on kitchen cabinets and you'll be surprised at the difference that can make.The reality is in many places the cost of rent vs a mortgage are not that different.
