It seems that zoning and COs have some gray areas and I've read that in some cities people are constructing new apartment complexes but calling them extended stays in order to get them past City council.

I don't know the whole story of course but this is one less rental unit on the market in seattle most likely;   there is no way that house will rent for an amount that would cover the mortgage at the given asking price,  so it will probably sell to an owner occ.In seattle over the last 3-5 years when most of these new ordinance passed what has been going on is a couple of our council members who have very active renter / advocacy organizations backing them have been creating very one sided rule changes.

Downtown SF has gotten worse to the point homeless everywhere, tents, drug usage, SF city council and police doing nothing or can't do anything, shoplifting, etc.
