Others here seem to think it's unnecessary, but if you have a tenant for over 10 years, you realize that inflation causes the repair costs to escalate - but you don't have as much to cover that repair unless you did those incremental increases to the security deposit.

We try to be sure everyone on the team is focused on their role in the renewal process to reduce unnecessary delay. 

If they have to spend unnecessary extra man hours though or move too slow trying to pack it, it may not work as well since now you are paying for more labor trying to save on the cost of an extra dumpster.

If you stop and think about the disasters caused by doctors actually prescribing unneeded drugs or performing unnecessary surgeries, you'll realize they're taking no risks. 

Many contractors will fly under the radar with the lead tests because it's unnecessary red tape IMHO.
