That error is low flow on the water.

Thanks @Jonathan Klemm. it's just couple of blocks west of palmer square and there are standard size new constructions selling for around $1.3million.Just closed on the purchase and it's a 40 feet wide lot.

. # of fees looks standard but the % are slightly higher than what I have seen in the past (1-3% being normal).

I am thinking of installing a separate meter for electrical and wondering how to split water.
