We are interested in the BRRR method of investing so have become familiar with  this but  I wanted to gauge peoples reactions to financing your first deal like this by taking the HELOC out on your personal residence? 

.- If something goes missing, immediately speak with your contractor about it and gauge his reaction.

The only negative reactions I can recall were usually in response to some sales pitch or or an unwillingness to listen to the knowledge being offered (refusing to have their bucket filled).

Yes and Judging by the reactions of everybody who I have mentionned this to thus far I will not have a problem getting this paid at the Notary.

I guess part of me isn't scared of what the bank will say...it's what kind of reaction the listing agent will have when I say I want to offer 130k.

If those who are lurking on this and other real estate forums were to spend a reaction of the time that they do reading and posting here on actually talking to property owners, they'd learn so much more.  

Though their reaction will likely be the same (you're trying to steal 'their' house from them), it will at least give them the opportunity to stay where they are.Good luck!

Lol I actually had the same reaction you did when I found out about the program.The USDA Rural Development program is based on population density.

Only action can cause reaction.
