If I could have purchased it and rented it to my sister through the section 8 program it would have been an ideal set up since my dad would be next door and could help attend to her needs since she is disabled and soon to be wheelchair bound.

I agree with Neil on this one.I’m on my way to see a 2bed/1bath walkout condo for the 2nd time, where the main entrance has an automated wheelchair accessible door.

Information pertaining to my question: I am a Virginia resident, I was in a car accident that resulted in a spinal cord injury and left me in a wheelchair (for the time being), my long term goal is to open a real estate brokerage that is very well versed in, but definitely not restricted to, handicap and elderly housing.

ESAs are like wheelchairs - you wouldn't run it by the next door neighbor if they'd find the wheelchair this tenant had for their disability a nuisance... so you cannot do so with an ESA.PetScreening.com and other similar services are wonderful in verifying ESAs and other service animals and taking the guesswork out of the process for owners.

Another example would be a person in a wheelchair that wants to add a wheelchair ramp; they have to request permission first and the Landlord should make an attempt to accommodate the need as long as the request is "reasonable".
