You just need to spot weld a latch. 

Unfortunately my welding trade doesn't quite fit in with real estate but if you have a use for it let me know!

That appears to be metal, so I would imagine there are companies around that may be able to weld additional balustrades & handrails (potentially cheaper than a whole new one). 

As I'm sure you are aware the market has shifted so homes are being priced more appropriately and I've also noticed more price reductions in Weld County.

Just a nice safety touch, not needed structurally.Rebar:- 6x6 welded wire fabric, recommended.

If the concrete is poured when it is cold (maybe not so much your concern as to where you live) and then welded on later it can crack.

I don't mean a single unit, but stacking and welding units together.

I grew up in Loveland and am very familiar with Larimer, Weld and Boulder Counties. 

But it can easily still be a workmanship issue (probably is).If the issues are at the outer wall, it could be a scupper drain hole, the seams or laps where they heat welded the laps, or even the metal coping on top of that wall section there.
