Get a good team in place that knows the areas and work with them to identify properties.

But STR has restrictions here (2 bedrooms in Raleigh) (hence the hybrid option) and there is often diminishing returns when it comes to price versus number of rooms in our market in the locations I focus on. 3 bedroom numbers often are stronger and more attainable price wise than 5 in core Raleigh.

And talking with my leasing team, the properties that are moving quicker are on the lower end of the rental range $1450-1600.

First hand it's doable but you need to develop a trustworthy team. 

Cashflow, ability to build a team, landlord tenant laws, price to rent ratio etc.......were all factors in the decision making process almost a decade ago.Now,  I wonder why your approach is an either or view?
