Hey Vic I am from CT and I had same issue with one of my tenants some time ago , he want's to save money any way possible so he was keeping his temps really low , I explain on few occasions to him that pipes are going to freeze and all that but he wouldn't listen , so I approach that problem from different angle , since I never had a problem with that tenant before and he was a good guy , always paid on time etc. , I didn't want it to loose that tenant so simply i helped him to get " energy assistance" this is a program to help people out if they can't afford heating bills , I don't know if it is in your state so you my want to check this out.

I have been listening to the Rent to Retirement podcast recently and they have been heavily selling properties in Akron, OH and I have read some really good reviews about their experience.

Then listen to any podcast that talks about this (which is a lot of them).Are you looking to hold on to these as rentals?

I've listened to a ton of episodes of the Real Estate Rookie Podcast and the Bigger Pockets Real Estate Podcast.

But that doesn’t mean that you can’t find them with some good old-fashioned shoe leather.By far the best way to find great syndicators to invest with is to get recommendations from friends and colleagues who are already investing.

Than be smart, site back and listen, take it all in, be a good student. 

I just want to explain my circumstances and see how people with experience and knowledge in real estate would move forward if they were in my shoes.

In case you haven’t read the previous responses or haven’t walked a mile in a landlord’s shoes. 90%+ of your problems are caused by your local/state government that you seem to be giving a free pass.
