Nobody can see underground or inside inaccessible building cavities. 

Inaccessible plumbing and electrical, as well as hidden wood rot or termite damage can get very costly, very quickly when things go south...

I don’t think you know enough about it to say the government can confiscate it, if stored on a proper device, without the seed phrase it is inaccessible.

We do have a two car garage that I could easily outfit to be inaccessible to guests which could store our personal belongings. 

The heating system is not zoned, but there is evidence (one for each unit) that it was once zoned in each of the 4 units as there are 4 separate pipes and old thermostats in the units that are inaccessible.

@Ben Dubinski Like most others have mentioned, I suggest either giving them a credit on their rent or putting them up in a hotel/Airbnb for the days that their bathroom is inaccessible.

Unfortunately (or maybe it was quite fortunate), the inspection came back with a damaged roof, the "bayfront view" was blocked by County trees that were forbidden to trim, and the HOA beach/waterfront access was inaccessible for short term renters.

I'm starting with throwing up batt insulation above the cellar hall (which will include clearing a lot of dirt and debris, and which is only possible beneath the bedroom - much of the crawlspace under at least one adjacent room is inaccessible to me until I can enlarge an access hatch, not possible at this time.)
