And any new builds are pricey, competitive, and or teardowns at this point. 30-45min from downtown it gets affordable and there are a lot of new builds like Wendell, Wake Forest, Youngsville, Fuquay Varina, those kind of suburbs.

As for Portland its downtown while business wise has been really hurt.. and its started with theBLM riots ( or should i say peaceful protest) that and those nice Antifa folks fire bombing things destroyed many many business's the inner city real estate is nothing like back east. but they have got to get a handle on the homeless..

If it is some kind of big deal like it is an old metal barn eyesore on a downtown city block undergoing revitalization and you're going to build a $10mil apartment building on it, if you can get the land...hey hey maybe the powers that be might negotiate something with you, with perhaps a promise you won't fight value for 10 years or something like that.
