Best I can tell all in all we about 3X cash on cash over 5 years.infil lots depending on lot we could double our money in 9 to 12 months cash on cash.. so on and so forth.

Other than that, the NMLS specifies no restrictions on the matter. not sure its NMLS who actually regulates it NMLS is just licensing registration I think its still the states that regulate..thats why you need  a MLO in a certain state then register with NMLS if you have a MLO..

You notify them you will be purchasing the policy for them and doing so with their security deposit money, if state law allows it. 

He scammed a lot of people out of a lot up-front of money.

Might have a tenant that will sign a ten year lease and drop some money into the space.

By teaching them how to make money instead of offering a crutch.  

You can still make money on flips here though.
