Being a builder, my first thought goes to the construction type items: Tile or wood floors, vinyl shower kits, high quality wall paint like Behr Marquis, solid wood furniture, good appliances not cheap rental ones, easy to maintain yard outside like DG, artificial turf and gravel. 

When the public momentum comes your direction, it may experience a honeymoon high but it's artificial.

The 3% mortgage years were a product of the Federal Reserve artificially tampering with otherwise free-market bond sales.

And people still have enough intelligence to sort that out, and to pay for quality knowing quality in selling/buying real estate = ROI.

Meaning, the lender will usually determine the average tax % for the area after improvements have been made and they'll use this amount to determine your debt ratio as opposed to the original/artificially low taxes that are assessed on the raw land.
