Hawaii county law has some pretty strict zoning restrictions in place for un-hosted STRs (ones where the owner does not actively live on the property), and in fact there is new legislation set to pass within the next year to severely restrict hosted STRs as well. 

Students over Stadiums, a Nevada teacher's group, may influence the plan through 2024 election legislation.

Dodd Frank legislation in 2010 required lenders of owner-occupied property to prove the borrowers' income, therefore, a DSCR loan is incompatible with owner occupancy.

Some states also have legislation governing late fees!

If she is at the end of her lease it is time to cut your losses and non-renew which based on my understanding of the legislation should be considered a breach of the lease and something you can evict for.
