However calling another agents client is like a prosecutor showing up at the jail cell of a "suspected" criminal and ignoring their right to counsel while "pushing their offer" after a defendant has stated a "desire of counsel to be present during negotiations".

Ideally you'll want an option that  allows you to get a deeper look into their credit profile (credit history, breakdown of their credit score, accompanying remarks) as well as other parts of that report pull (ie. nationwide criminal background check, eviction history check, sex offender registry check, etc).

I’m a little confused as to which neighbor is which, but it seems to me that if there is verified criminal activity (I.e. stalking is verified in a police report) that it’s the offending party that needs to go, not the one who is being harassed.

If everything is good except the credit score (maybe get a copy of DL and do a criminal / civil judgment check on him and the co-signer also, since those don't show up on credit reports anymore), you might just go off employment, followed-up job and landlord references, co-signer, and very landlord-favorable lease and payment terms.
