tenants reports neighbor harassment
Hi All,
Need some help for a strange problem. So my tenants report to me that one of the neighbors keeps stopping by the property and talking to them about their kids harassing his kids, which is not the case. The tenants have called the police 3 times and are thinking about breaking the lease if the situation continues. It is written in the lease that tenants can terminate the lease early in certain situations including stalking. Currently, the tenants are trying to obtain a police report.
Questions:
1) Does the neighbor's behavior fall into stalking behavior? So they can terminate the lease early without penalty?
2) if the above is correct, is there anything I can do? contact HOA?
Thanks,

I’m a little confused as to which neighbor is which, but it seems to me that if there is verified criminal activity (I.e. stalking is verified in a police report) that it’s the offending party that needs to go, not the one who is being harassed.
