There are some differences there in terms of neighborhood but a lot of the same stuff applies.In addition to crime and location close to main roads, I also would look at jobs growth vs cost of living in the area.

This is why unless you are local investors need to stay away from this stuff as a long term hold to try and grow a portfolio and generate cash flow.There comes a break point in price where you start to get to the better areas, better tenant mix, and better quality of the property a buyer is purchasing.
