I'm pretty sure you can do BOI filings for free on the FinCen site.However, our CPA recommends possibly using a third-party service because many of them may make changes/updates (e.g., your address changes) easier.

I would send a service man out there , to look at the system , and then tell the tenant they have to order a part , you will let them know when the part arrives , but we will be over to collect the past due rent today .

Should I try to have him fill out a W9 and sign some sort of contract since money over $600 is being exchanged for services? 

I'd probably call Adult Protective Services and report the issue.

I would inform him that since he did not call you in advance and since you have never authorised him to call contractors directly that you will not be paying for a service that you do not know was needed.
