Thats exactly right they do things differently in Mexico and you are an alien investing in their country.

And I'd put Portugal together with Spain but bear in mind that prices in Portugal have increased a lot lately so Spain could be a better value.Spain/Portugal is to Northern Europe what Mexico is to the US and Canada.

I also checked out Belize and decided to add to the number of condominiums I owned in Cancun Mexico in stead.
