You certainly can ask the seller to make the units vacant before closing.

I don't see it as an issue but many still do, at least in my small town where the majority of renters are elderly people looking for low maintenance housing options.

There is no housing market in US where real estate can out perform stocks.

If you can get a big 4-5 BR house with a view for a under a million bucks, i'm pretty confident you can cash flow it with a good return, even in a 6%-7% interest rate environment. 

I say this as a four time house hacker.

Even though interest rates are high, we have a big Mircron plant coming here as part of the CHIPS act so that could boost housing demand in the coming years.I don't know the SYR market, but I did a quick search for duplexes somewhat outside of the city, and found this: https://www.realtor.com/realestateandhomes-detail/7300-Lakes....
