I just got out of the Navy June of 2019. 

I am leaving on June for boot camp in the navy so I'm going to make that as my stepping stone.

If you don't have have enough VA eligibility, you can check Navy Federal for a military mall, which is very similar to a VA with a small origination fee that was attached to the end of the loan.

I am returning back to SA next September  (2018) after my contract ends with the Navy.

Is it not perfectly normal and accepted practice to give preferential treatment to veterans in basically every other area, such as employment (veteran job fairs, "veteran preferred" business arrangements) and credit (mortgages to people with shoddy credit that wouldn't be able to get a mortgage if not for VA Loan) and banking (USAA / Navy Federal Credit Union / etc)?

I'm active duty navy and I get out honorably in 9 months.

MTR might also work out since the Navy has a few schools in the area with Military Members needing a place for 4-6 Months.My plan is either to Sell and hope the ARV of 615k Holds for 27 months, A gamble.
