It is against real estate board rules for a licensed agent to pay any unlicensed person a fee for a real estate transaction and they could lose their license for doing that.I would have your agent partner re-think this strategy.

Seller definitely needs a licensed agent for this if he/she wants to sell, the seller does not need an unlicensed wholesaler.

@Eloise Garcia In most (and I think all) states, it is illegal for a licensed person to pay an unlicensed person.Speaking of unlicensed persons, wholesalers almost always fall into that category.
