All that being said (and I never met a number/chart/graph that I trusted), there are still a large number of investors heading out of state.

Reverse engineer you plan from there with a series of measurable milestones connected to eachother, with steps in between leading from one milestone to the next...these are your properties.Then, execute the plan.

If he's legitimate, he should be able to do work based on milestone payments, he shouldn't struggle to cover the initial costs of the renovation.

IF you look at graphs over a long enough period it looks like almost everywhere grows at a similar rate however as I said already the rural areas tend to take twice as long to move then they move a lot.
