Specifically to their latest guidance on denying applicants with a criminal history...I will be running the background check last as part of the application process instead of in tandem - which should let all the other key criteria be met in advance.

As a former bank regulator for more than 7 years, I can tell you that if regulators have already identified a risk, discussed it internally, then produced a formally issued document and press release that they were in agreement on internally, the issue has usually already been around for a while, and is probably past where it should be!!!

We also had to explain why we received such large tax refunds every year we adopted (for international adoption of children with special needs, there is a one time ~$13,000 per child credit from the IRS to help offset the cost of the adoption.)

Tax deeds convey title to the purchaser free of all prior encumbrances (mortgage liens, judgment creditors, etc.) of any kind EXCEPT liens specified by Revenue and Taxation Code Section 3712, Lis Pendens actions and any Federal Internal Revenue Service (IRS) liens that are not discharged by the sale, even though the Tax Collector has provided proper notice to the Internal Revenue Service before that date.
