I am hiring out almost all of the work and just got a quote for painting the whole interior, baseboards, trim, caulk, and windows for $1750 labor only.

If it's coming in thru the seams in the foundation, then you'll also likely need to reseal the interior walls, install weeping tiles, add dehumidifier, and sump pumps.  

The property has had some work done on the interiors, though strangely, it’s mostly been larger “improvement” jobs while simple maintenance is lacking… So far we have re-roofed the building, gutted the overgrown landscaping and fenced both back yards, put up security lighting, fixed some plumbing and electrical issues and collected rent.

looks good, however your kitchen designer/supplier forgot to finish the interior of those glass cabinets..Sorry I'm a kitchen designer.

He is convisted that the furniture is adding value and it is not unless they are a professional interior designer which I doubt.I am woundering if they have a mortgage and if it is listed with a Realtor?

I'm sure the range is huge, but what could one expect to budget fully (ball park figure) for a project consisting of two units, building the exterior and finishing the interior themselves?

Obviously, I can get an idea of the interior condition by observing the exterior (maybe even peak through a window), but the condition of the interior is still very unpredictable.a.
