You need to know what is typical for that sort of asset in your market.

You'll have to use cash or some sort of private money to build, furnish, etc.

Give them a little motivation to get that place really clean. 

In my opinion with a system such as this, once the tenant is late, there  is no further motivation for a tenant to pay other than threat of eviction.
