The second option was to do a Construction to Perm Loan inclusive of land purchase.

This the purchase price will go up.Or would you rather buy that house at 6.5% now, knowing inflation will be 10% every year for the next 3 years?

Best thing to do is avoid the higher DTI debt to income, claim one as investment and use the rents to offset the new purchase. 

Have you considered purchasing a property that has an assumable loan?
